the dome of ANEEL (National Electric Energy Agency) released, this Thursday (15), the agenda for the 17th ordinary public meeting of the board, scheduled for next Tuesday (20).

It will be the last time that director Ricardo Lavorato Tili will be on the board, as his term ends on May 24. There is still no replacement for the role, which is likely to hinder the regulatory agency's activity, as occurred throughout 2024.

The meeting is characterized as a truly concentrated effort. Of the 57 cases on the meeting agenda, Tili is the reporting director in 19 of them. In another three, he will present his votes. In all, eight cases will be analyzed individually and 49 will be voted on as a block, with the directors' positions already anticipated.

the advice of ANEEL made a point of confirming that the number of processes reported by Tili (about a third of the agenda) was included due to the end of the director's term. Among them, the process that deals with the sharing of poles between energy distributors and telecommunications companies.

“The processes under Tili’s responsibility that are not analyzed by the end of his term will be redistributed among the other directors. This is what should happen with the Public Consultation 39/23, which deals with the regulation of storage systems and is not on the agenda of this meeting”, informed the regulatory agency’s press office.

Tili's replacement will have to be questioned in the Federal Senate before taking office at the top of the ANEEL. He will leave the board after three years in office – he was appointed in May 2022 by former president Jair Bolsonaro, as were all general director Sandoval Feitosa and directors Fernando Mosna and Agnes Aragão.

A Director Ludimila Silva ed the board in January of this year, as a substitute, for a term of up to six months. She took the place left by Hélvio Guerra, whose term ended in May 2024.

A deadlock between the federal government, namely the Minister of Mines and Energy, Alexandre Silveira, and senators Davi Alcolumbre and Rodrigo Pacheco (respectively the current and former presidents of the Senate) over appointments to regulatory agencies blocked the choice.

Since then, many barbs have been exchanged between Silveira and Sandoval, and several lawsuits have been filed ANEEL ended without forming a majority among the directors, which delayed the agenda. Ludimila's arrival allowed for the breaking of ties in more than 20 processes, but with the end of her 180-day term approaching and Tili's imminent departure, the forecast is for new uncertainties for the votes at the regulatory agency.

Sandoval and Mosna usually have different – ​​if not antagonistic – positions, and there are a series of processes that could hinder the Brazilian electricity sector.
