Basic Energy Income Bill Stalls in Senate

Approved by the Chamber of Deputies in May, the bill that establishes REBE (Basic Energy Income) has stalled in the Federal Senate. The bill, which aims to end the Social Tariff for Electricity within 10 years and replace it with solar energy for low-income consumers, has not found a consensus in the House. Despite already having a ruling in favor of approval, the text is shelved.

O Canal Solar found that the main reason for the matter to remain dormant in the committee is that the Federal Government wants to include the Minha Casa Minha Vida program together with the Basic Energy Income. This move would require planning and resizing. According to sources, the bill should only be put to the vote next year.

Bill 624/2023, which creates REBE, was approved in the Chamber's Plenary on May 7, more than a year after being presented by its author, federal deputy Domingos Neto (PSD-CE).

The matter reached the Senate and was distributed to the Social Affairs Committee (CAS), which held a public hearing on June 19. On the same date, Senator Sérgio Petecão (PSD-AC), the project's rapporteur, presented his opinion, approving the text that the Chamber validated.

Since then, the matter has been ready to be included on the agenda, which has not happened, after 13 extraordinary sessions. The CAS is chaired by Senator Humberto Costa (PT-PE), one of the names closest to President Lula in the Upper House.

The original goal of REBE was to provide information on the financing and installation of photovoltaic systems for low-income consumers who consume up to 220 kilowatts per month. They could generate their own energy, providing significant savings on their monthly bills. The topic did not convince associations in the electricity sector, which criticized the matter and stated that the CDE (Energy Development ) would be burdened.

The lack of consensus has opened the government's eyes, which has suspended the discussion, at least until next year. With the end of the municipal elections, the Senate should focus only on voting on the budget and tax reform, in addition to the succession of its president Rodrigo Pacheco (PSD-MG) and the election of the Board of Directors.
