Bills seek to finance R$1 billion for electric buses and solar energy

The City of Curitiba (PR) forwarded two bills to the City Council this week that request authorization from councilors to contract up to R$1 billion in financing from national and international institutions. 

The amount would be allocated to strategic projects in the areas of urban mobility and sustainability, with emphasis on the acquisition of electric buses and the installation of solar energy systems in public buildings in the capital of Paraná.

The financing is part of the “Curitiba Urban Innovation and Climate Action Plan”, which foresees structural works and investments focused on reducing carbon emissions and modernizing public services.

One of the main objectives is to electrify part of the public transport fleet, gradually replacing diesel buses with 100% electric models. The goal is to start the transition on lines that operate on structural axes, reducing pollution levels and urban noise. 

At the same time, the municipality also intends to invest in infrastructure for electric recharging and in the expansion of clean technologies in garages and terminals.

Another relevant front of the plan is the implementation of solar plants on the roofs of schools, health centers, istrative centers and other public facilities. 

The City Hall expects that the city's own generation of solar energy will contribute to reducing operating expenses with electricity, in addition to fostering a culture of sustainability in public management.

What do the bills provide for?

The first project filed by the City Hall in the Chamber foresees the contracting of credit of up to R$ 380 million with the BNDES (National Bank for Economic and Social Development). 

The funds will be used to renew the Inter 2 line fleet with electric vehicles and to install electric charging stations. The operation is part of the New PAC, Sustainable and Resilient Cities axis. The target audience is expected to be 91 engers per day.

The second project, of an international nature, proposes obtaining up to 100 million euros (around R$635 million, according to the current exchange rate) from the German bank KfW.

The resources will be directed towards the acquisition of electric buses for the BRT Leste-Oeste and Interbairros II lines, in addition to the installation of photovoltaic systems in public buildings, such as schools and transport terminals, and the expansion of electric charging stations. 

In of electric mobility, it is estimated that replacing the combustion bus fleet will reduce CO₂ emissions by up to 15,9 thousand tons per year, in addition to reducing noise pollution and reducing public health costs. 

Regarding solar energy generation, the forecast is that the installation of photovoltaic systems will result in a capacity of up to 22,8 MW, enough to supply several municipal buildings.

Deadlines

Both proposals are being processed under an urgent regime by the Executive, which requires their approval within 45 days. According to the municipal istration, financing will only be contracted after an analysis of technical and financial feasibility, and will still undergo final approval by the Chamber. 

International resources must have long payment and special conditions, aligned with the city's commitments to the global climate agenda.

The proposal, which is being processed urgently in the City Council, should be analyzed by the house's permanent committees in the coming days. If approved, it will represent one of the largest investments in sustainable infrastructure in the recent history of the capital of Paraná.
