The transfer of Amazonas Energia to Âmbar Energia, controlled by the holding company J&F (owned by brothers Joesley and Wesley Batista), will be the subject of a public hearing in the Chamber of Deputies.
On Wednesday morning (16), the Mines and Energy Commission approved a request to hold the meeting, which will discuss the situation of the concessionaire, independent generators and transfers to private companies.
The board also requested the Minister of Mines and Energy, Alexandre Silveira, and the Director General of ANEEL (National Electric Energy Agency), Sandoval Feitosa, so that both provide clarifications on the transfer of control of Amazonas Energy for Ambar, and the impact of this transaction on consumers’ tariffs.
For deputy Silas Câmara (Republicanos-AM), author of the first request, the situation of Amazonas Energia needs to be thoroughly analyzed, since the energy concessionaire “will no longer have the flexibility provided for in the concession contract, which will further aggravate its difficulties”.
The parliamentarian highlights the importance of preserving the quality of service provision for the population, but that it is necessary to adopt “measures that ensure the economic and financial sustainability of the electricity distribution service, with the least impact on tariffs for consumers”.
Minister sees risk of energy collapse in Amazonas
Silas reinforces that the new controller must “demonstrate the technical capacity to adapt the distribution service, present benefits to the concession and to consumers of electric energy, including through the contribution of capital and solutions that promote the structural reduction of costs ed by the CCC (Fuel Consumption ), efficiency and energy inclusion”.
In turn, deputy Joaquim arinho (PL-PA), who requested the summoning of the minister and the general director of ANEEL, highlighted the need to gather information on the impact of the Federal Court's decision regarding the transfer of control of the concessionaire.
“Director Sandoval signed a monocratic order approving the transfer of control of Amazonas Energia to Âmbar Energia, part of the J&F group, owned by the Batista brothers.
The plan approved by Aneel will cost approximately R$14 billion over the next 15 years. This is due to flexibilities that will be covered by the CCC, a charge charged on the electricity bill. It also includes a capital injection by J&F of R$6,5 billion to reduce Amazonas Energia's debt,” he listed, justifying the summoning of Silveira and Sandoval.

Wind and solar farms
The Minister and the Director General of ANEEL They must also provide clarification on the number of licenses for the operation and installation of wind and photovoltaic parks granted by the agency. The Chamber of Deputies' Mines and Energy Committee approved a request from Congressman General Pazuello (PL-RJ) to request this information.
Pazuello believes that the “growing demand for renewable energy sources and the need to diversify the Brazilian energy matrix make it essential to monitor and ensure transparency in the licensing processes for wind and photovoltaic parks in Brazil”.
With this, the Chamber would be able to make a more precise analysis of the actions of the ANEEL, and also identify possible obstacles in the licensing process, aiming to improve public policies in the energy sector.
