The Senate Infrastructure Committee approved, this Tuesday (3), the so-called Future Fuels Project. This name was given to PL 528/2020, which creates national programs for green diesel, sustainable aviation fuel and biomethane, in addition to increasing the blend of ethanol in gasoline and biodiesel in diesel.

The matter now goes to the Senate Plenary. If approved, it will be sent for presidential sanction, as it has already been approved by the Chamber of Deputies.

The report by Senator Veneziano Vital do Rêgo (MDB-PB) maintained the text that the deputies approved in March, with seven amendments included and another eight suggestions partially incorporated.

The biggest change was related to the incentive for the use of raw materials produced by family farming in the generation of biofuels. Currently, the blend of ethanol in gasoline can reach 27,5%, with a minimum of 18%. According to the new text, which still needs to be ratified by the Plenary, this percentage will be 27%, with the blend varying between 22% and 35%.

Regarding biodiesel, the percentage of blending with fossil-based diesel will increase by one percentage point per year, until reaching 20% ​​in March 2030. Currently, this value is 14%. The National Energy Policy Council will define the percentage of the blend, which could be between 13% and 25%.

The text assigns the ANP (National Petroleum Agency) the responsibility for regulating and monitoring synthetic fuels, produced through thermochemical and catalytic processes, which can partially or fully replace fossil fuels.

The Agency will also regulate the activity of the CO2 geological storage industry and authorize Petrobras for activities related to the movement and storage of CO2, the energy transition and the low-carbon economy.
