During the press conference, Silveira also stated that he sent a letter requesting that the ANEEL covers Enel's agility to restore the energy supply in the metropolitan region of São Paulo as quickly as possible.
The minister also commented that the Agency “clearly fails” in its oversight of Enel, which has a history of problems in São Paulo and in other areas where it holds a concession as an energy distributor.
In a note sent by the MME, it is pointed out that the Agency “did not give any progress to the process that could lead to the distributor’s termination, requested months ago by the Ministry, which should lead to the investigation of the agency’s actions. ANEEL with the control bodies”.
Blackout in SP: one third of affected consumers remain without power
The ministry reinforced that “there is no indication of renewal” of the distributor’s concession in São Paulo, and that the lack of adequate investigation of the ANEEL in the case “cannot be justified”.

Vinícius was accompanied by fellow minister Paulo Pimenta (Secretary of Social Communication); by the Attorney General of the Union, Jorge Messias; and by the national consumer secretary of the Ministry of Justice, Wadih Damous. The group reinforced the deadline established by the Ministry of Mines and Energy, which gave Enel three days to reestablish the energy supply in São Paulo.
Earlier, the Italian company released a statement saying that “as of 5:40 a.m. today, 1,5 million customers had their service restored to normal.” The company said it was continuing to work to restore supply to 537 impacted customers.
“The teams in the field received reinforcements from Rio and Ceará and other distributors. In the capital, around 354 thousand customers are without power. Most impacted municipalities: Cotia 36,9 thousand customers without power, Taboão da Serra, 32,7 thousand; and São Bernardo do Campo, 28,1 thousand”, concluded the note.
Enel receives reinforcement from distributors to speed up power restoration
Enel Distribuição São Paulo received reinforcements from teams from other energy distribution groups, such as Light, Neoenergia, Elektro, EDP, to work in the company's concession area.
In addition, Enel has mobilized professionals from its Enel subsidiaries in Chile, Italy, Spain and Argentina, as well as teams from Rio de Janeiro and Ceará. The number of professionals in the field will now be around 2,9 technicians.
In addition to the impacts on low-voltage networks, 17 high-voltage lines and 11 substations were shut down during the heavy rain. The damage to the high-voltage network was resolved on Saturday.
In low and medium voltage, the impacts were severe and dispersed throughout the concession area. Repairs to the low voltage networks involve replacing kilometers of cables, poles, and other equipment.
The most affected cities were São Paulo, with 283 thousand homes without electricity, especially in the neighborhoods of Jabaquara, Santo Amaro, Pedreira and Campo Limpo; Otia with 31 thousand customers without power; and Taboão da Serra with 32 thousand impacted.
To address critical cases, Enel has made 500 generators (40 large ones) available for essential services, such as hospitals, and customers who depend on electricity for the maintenance of hospital equipment, for example.
