The government of São Paulo, with the of SP Partnerships, published public consultation to establish a PPP (Public-Private Partnership) for hiring a company responsible for the installation, operation, maintenance and compensation of credits photovoltaic generating plants, in the distributed microgeneration modality.

The company will be responsible for supplying part of energy demand of consumer units of Municipal Secretary of Education. The project is part of the Clean Energy Program and provides economic benefits of the order of R$ 131 million for the Public Authorities.

The private partner must install solar s on the roof of schools to generate electricity for 703 facilities, distributed across 689 consumer units directly istered by the city, all linked to the CNPJ.

According to the Ministry, the minimum estimated annual generation, discounting degradation effects, is equivalent to 28.320 MWh, calculated based on consumption data from these installations.

In addition to choosing the buildings where the generating plants will be located, and preparing plans and engineering projects, the company will be responsible for adopting measures and acting as a representative of the municipality of São Paulo with the energy distributor.

The objective is for it to request access from generating plants to the distribution network, ensuring effective connection. The Public Authority will pay the due consideration, based on the performance measurement of the private partner.

To meet the costs related to the project, a CAPEX of approximately R$82 million was estimated, already considering the amounts to be spent on adaptation and reinforcement works, both for the building structures and the electrical systems.

Furthermore, the bidding criteria will consider as the best proposal the lowest value of monthly consideration to be paid by the public authority, whose maximum reference limit is R$ 932.691,00.

Companies that meet the qualification criteria set out in the Notice and that demonstrate, by presenting a certificate, experience in the implementation and operation of 15 photovoltaic power generation plants with at least 50 kWp of installed power each, for a period of two years, or 30 plants with at least 30 kWp of installed power each, for the same period.
