A ANEEL (National Electric Energy Agency) approved a final version of the notice for the first broadcast auction of 2024 in the early afternoon of this Tuesday (20) e announced the date and details of the event.
O Auction will be held on March 28th, at B3’s headquarters in São Paulo. will be 15 lots offered in 14 states, with a forecast of investments of the order of R$ 18,2 billion.
The companies that win the competition will be responsible for carrying out the construction and maintenance of 6.464 km in new transmission lines quality 9.200 MVA in transformation capacity.
A ANEEL esteem the creation of 34,9 thousand direct jobs for the construction of 69 projects to be bid on within the 15 lots offered.
Os States with works scheduled for auction are: Alagoas, Bahia, Ceará, Mato Grosso do Sul, Maranhão, Minas Gerais, Paraíba, Pernambuco, Piauí, Rio de Janeiro, Rio Grande do Norte, Santa Catarina, São Paulo and Tocantins.
Second largest broadcast auction
According to ANEEL, oiThe investment planned for Transmission Auction No. 1/2024 is the second largest of its kind in the Agency’s history, second only to Transmission Auction No. 2/2023, held last December, whose estimated investment was R$19,7 billion.
Of the 15 lots proposed in this new contest, six have planned investments of more than R$1 billion.
The highlight in financial is item 6, whose construction is estimated at R$3,4 billion, with 1.001 km of transmission lines and two substations in the states of Bahia and Minas Gerais.
As for the construction period, the longest is Lot 12, with 72 months. The period is justified, according to the ANEEL, because the entry into operation of the lot depends on the delivery of the Graça Aranha substation, which was part of Lot 1 of Transmission Auction No. 2/2023.
O auction will feature items to be integrated, which will condition the continuity of some batches to the success of others.
Lot 12, with approximately 400 km of transmission lines in Maranhão and Tocantins, is conditional on the acquisition of lot 1, with 534 km of transmission lines and two substations in Ceará and Piauí.
Likewise, lots 14 and 15, which total 1.145 km of lines in Minas Gerais and Bahia, are conditioned to lot 6.
A Public Consultation No. 30/2023, which received suggestions on the draft notice between 01/09 and 23/10/2023, received a total of 193 contributions.

In order to increase security in the bidding process, ANEEL incorporated innovations into the draft notice for Transmission Auction No. 1/2024.
As changes in relation to previous notices focus on the technical qualification of proponents or contractors, according to the Agency.
As companies winning the auction must prove the implementation of corresponding similar work to at least 30% of the size of the scope of works on the disputed lot.
In the case of a transmission line, this percentage will correspond to the length of the project at the same voltage. In relation to the substation or installation of equipment, the power of the project or equipment will be considered.
A ANEEL also will adopt in this competition the cross competition, in order to ensure that the lots are made viable if any of the winning bidders is disqualified in stages subsequent to the bidding phase.
The notice establishes that, in this situation, the remaining bidders will be summoned, according to the ascending order of the bid values offered at the auction, to present the qualification documents, as long as they accept the financial proposal presented by the disqualified bidder.
If none of the remaining parties accepts the financial proposal offered by the disqualified party, the ANEEL may call them to present, in an extraordinary public session, an envelope containing an additional proposal or expression of non-interest.
If one or more proposals are presented that are lower than the one ranked second in the auction, the participant offering the lowest Allowed Annual Revenue (RAP) will be invited to present the qualification documents.
If there are no bids at the time, the runner-up will be called upon to present the qualification documents during the auction, at the value of their own bid.
Accepting the TCU’s determination (Union Court of Auditors), the ANEEL also excluded of the notice to requirement to present an independent auditor's opinion ed with the securities commission.
The requirement was maintained only for companies that already have a legal obligation to produce them and them with the competent bodies.
