ANEEL approves public consultation for regulation of governance committee

Proposal seeks to organize actions between agencies in the electricity sector and improve methodologies and computational models

Unanimously, the board of directors of ANEEL (National Electric Energy Agency) approved the opening of a public consultation to gather information for the regulation of the Specific Governance Committee. The process will be open from this Thursday (24) until June 9, totaling 47 days for the collection of subsidies.

The establishment of the committee has been postponed since 2007, when Resolution No. 1 of the CNPE (National Energy Policy Council) designated the MME (Ministry of Mines and Energy) to create a permanent commission, aiming to guarantee the coherence and integration of the methodologies and computer programs used by the ministry, by the EPE (Energy Research Company), by the ONS (National Electric System Operator) and by the CCEE (Electric Energy Trading Chamber).

The Specific Governance Committee will be responsible for coordinating the proposal, reception and selection of topics for improvements; for grouping these improvements and defining work schedules; for creating technical groups; for classifying the topics according to the deliberation flow to be followed; and for evaluating and approving or rejecting the improvements. Another topic that will be assessed by the committee is identifying the need for additional steps to implement the proposals.

According to the current proposal, it will be up to the ANEEL and the institution will organize and supervise the committee to assess improvements in parameters, methodologies and computational models related to planning and programming activities for operations and short-term price formation. The ONS and CCEE will be responsible for technical coordination.

The EPE must express its opinion in cases where the proposed improvements have an interface with activities related to expansion planning, the definition and calculation of the physical guarantee of generation projects. Finally, the CMSE (Electric Sector Monitoring Committee), linked to the MME, will assess and approve changes to the level of risk aversion to be used in the computational models.
