A ANEEL (National Electric Energy Agency) approved last Thursday (19), during an extraordinary meeting, the budget proposal of the ONS (National Electric System Operator) for the period from January 2025 to December 2027. The 38,67% increase in the Operator's budget was taken unanimously. 

The summit deliberated on a public consultation ( 30/2024), which took two months to debate the construction of the proposal. In total, contributions were received from 13 institutions, including industry associations, consumer councils, companies and the ONS itself.

As a result, the budget will increase from R$2,56 billion in the 2022-2024 cycle to R$3,55 billion in the 2025-2027 period. The amount will be allocated mainly to istrative and personnel expenses and the contracting of third-party services.

The amount was higher than what was initially expected, which would be 32% (R$3,38 billion). The rapporteur, director Agnes Aragão, indicated the new amount, which was followed by the other directors, Ricardo Tili and Sandoval Feitosa. The fourth member, Fernando Mosna, was unable to participate in the meeting, which was called in an extraordinary manner by the rapporteur. The last official board meeting this year had been held on Tuesday (17).

Among the arguments for the increase in funding are the speed of technology and the difficulty with which the public budget keeps up with such evolution. The operator's future challenges were reflected in the unanimous vote given by ANEEL.

CEO Sandoval highlighted the board's “great effort” in deliberating on the issue before the end of the year and the current cycle, given that the next one will start in January 2025. “Naturally, the budget grows over time and when we check the value it causes us concern, but this was the best decision,” he said.

Tili, in turn, highlighted that the ONS did not meet the target in the two previous cycles, which led to guidance for the application of a deduction (withholding of payments). He also called for greater involvement of the istrative board in the operator's decisions, with a view to improving the budget. In its first quarterly report, the ONS must submit a well-founded study of the values ​​of the ission salaries for the new trainee program, in addition to detailing the salary ratio of its directors and employees.

How is the ONS financed?

Approximately 97% of the ONS budget is financed by EUST (Transmission System Usage Charges), paid by sector agents, such as generators and consumers, through distributors.

The EUST is an essential charge that enables the balance between the supply and demand of electrical energy in the country, guaranteeing the operation of the transmission system and the continuity of ONS services, considered a pillar of electrical operations in Brazil.
