A ANEEL (National Electric Energy Agency) published the Normative Resolution No. 1.098/2024, which changes the Normative Resolution No. 1.000/2021 and provides definitions for the flow reversal analysis for DG (distributed generation) systems and regulates the My Home, My Life Program. The changes were discussed and voted on at last week's ordinary meeting of directors, as per reported the Canal Solar. The text now published in the DOU, brings the three scenarios where flow reversal analysis will be ruled out.
Flow Reversal Analysis
A ANEEL brings the three scenarios where the flow inversion analysis will be ruled out:
- Microgeneration and distributed minigeneration that do not inject into the electricity distribution network;
- Distributed microgeneration that meets the free of charge criteria set forth in § 3 of art. 104, in § 2 of art. 105 and in the sole paragraph of art. 106 and whose distributed generation capacity is compatible with the consumption of the consumer unit during the generation period, in compliance with § 1 and the instructions of ANEEL; is
- Distributed microgeneration that falls within the local self-consumption modality, defined in section IB of art. 2nd, with installed generation power equal to or less than 7,5 kW, observing the provisions of this article.
A ANEEL further determines that the flow reversal analysis must be performed:
- Only at the higher voltage level, in the case of Group B connection using an exclusive transformer; It is
- Only in the substation transformer, in the case of Group A connection through an exclusive feeder.
Resolution 1098/2024 also defines that in situations foreseen for exemption from flow reversal analysis, the distributor must continue to prepare and provide the connection budget:
- 15 days: for connection of consumer units with distributed microgeneration or without generation, at voltage lower than 69kV, where there is no need to carry out work on the distribution or transmission system, only, when necessary, the installation of the connection branch ;
- 30 days: for connection of consumer units with distributed microgeneration or without generation, at voltage lower than 69kV, where there is a need to carry out work on the distribution or transmission system;
- 45 days: for other connections.
Furthermore, the suspended period will be counted as delay for compensation purposes in case of:
- complaint from the consumer or other s regarding the suspension of deadlines;
- The distributor requested an assessment in disagreement with the provisions of this Resolution.
If the response from ONS (National Electric System Operator) concludes that the connection is unfeasible and there is no alternative to make it viable, the distributor must inform the ONS assessment to the consumer and other s.
The distributor must also make available to the consumer and other s, whenever requested, a copy of the request made to the ONS or another distributor, as well as the response obtained, within ten business days.
And, if the consumer chooses to change the classification in the third scenario defined by ANEEL, you must terminate the contract and request a new connection quote.

Resolution 1098/2024 defines the local self-consumption modality with the following characteristics:
