The board of ANEEL (National Electric Energy Agency) approved the opening of a public consultation that seeks to regulate the criteria and procedures for calculating and paying constrained-off to photovoltaic plants.

The process aims to detail what was established by Title II-A of the Normative Resolution 1.030/2022, modified by Normative Resolution 1.073/2023

These regulations defined aspects such as restrictions on constrained-off in solar plants, event classifications, dispatch methods, methodology for calculating energy not supplied, risk allocation, responsibilities and forms of financial compensation.

The proposal under consultation addresses topics such as:

  • Limits on transmission unavailability without the right to constrained-off;
  • Calculation of frustrated generation per plant;
  • Determination of contracted energy;
  • Internal compensations for regulated contracts.

The modules to be improved include charges, consolidation of results, revenue from the sale of electricity marketing contracts in the regulated environment and contracting of reserve energy from marketing rules.

  2. This measure to limit solar and wind generation when the demand for energy from the National Energy System (SIN) is falling so much is shockingly absurd. The loss to generators, especially large ones, is enormous. Why not use this excess energy to store it in a system for pumping water to upper reservoirs that are already being used in abundance? This is the concessionaires' lobby at work. Brazil is a strange country that has the habit of privileging inefficiency.
