A ANEEL (National Electric Energy Agency) revoked the licenses of the 15 photovoltaic solar plants Altitude 1 to 15, in Piauí – which totaled 657 MW of installed capacity.

The decision was made after an inspection by the agency's technical department found that the projects had been halted for more than three years.

According to ANEEL, the solar plants should have entered into commercial operation by January 31, 2023, as established in the granting acts. 

However, they only had 0,01% completion, which, according to the Agency, highlighted the stagnation of the works and the unfeasibility of the projects.

In a note, the agency reported that the summons were drawn up in 2024, but those responsible for the plants did not respond within the deadline.

“As there was no demonstration and as no facts were found that exempted the agents from responsibility for the non-execution of UFV Altitude 1 to 15, the grants were revoked”, highlighted, in a note, the ANEEL.

The agency also pointed out that the failure to carry out these projects creates an expectation in the market of energy delivery that will not be met, which could compromise the operational safety of the electrical system and cause negative impacts on consumers and society.

A ANEEL He also reinforced that his role is to encourage the entry into commercial operation of the projects within the established deadlines, acting with a preventive and educational perspective. 

However, it highlighted that when there is a high risk of non-compliance with the schedules, it is up to it to apply the foreseen penalties, including, in cases of proven unfeasibility, the revocation of the grant, always respecting the principles of adversarial proceedings and full defense.
