The Board of ANEEL (National Electric Energy Agency) opened, this Tuesday (28) the Public Consultation 014/2024 to discuss the proposals for changing the Network Procedures presented by the ONS (National System Operator) and the Commercialization Rules and Procedures, by the CCEE (Electric Energy Commercialization Chamber).
According to the Agency, the need to change the Network Procedures and Commercialization Rules and Procedures is due to the publication of Normative Resolution No. 1.078, published in December 2023.
The standard revised the criteria and procedures for the preparation of the PMO (Monthly Energy Operation Program) and for the formation of the CMO (Marginal Cost of Operation) and the PLD (Difference Settlement Price).
The ONS proposes that the following Network Procedures submodules be updated:
- Submodule 2.4 – Criteria for energy and hydrological studies (Criteria and new Operational);
- Submodule 3.3 – Planning of medium-term energy operations (Responsibilities and Procedure);
- Submodule 4.3 – Monthly programming of energy operations (Responsibilities and Procedure);
- Submodule 4.5 – Daily Operation Programming (Responsibilities and Procedure); It is
- Submodule 4.7 – Update of information on hydraulic restrictions of hydroelectric plants (Responsibilities).
Regarding the Marketing Rules, the CCEE suggests the inclusion of clarifications, in Module 00 – Difference Settlement Price, regarding the updating of information used in the input data of the computational models.
In relation to changes to the Marketing Procedures, CCEE proposes adjustments to Module 1.4 – Service, in order to clarify that it will use the value of the CVU declared by the thermoelectric agent directly to the ONS, as it is already data to be sent by the Operator to the Chamber, it is not necessary to declare the aforementioned value to the CCEE.
Still in relation to Module 1.4, the Chamber suggests improvements regarding the contingency plan for price disclosure. According to the ANEEL, the Consultation documents will be made available on portal of ANEEL shortly.
