A Câmara dos Deputados approved, on Tuesday night (07), a bill which aims to stimulate the generation of solar energy to attend low-income consumers. The text will go to the Senate for a vote.
The idea of the proposal is replace gradually the benefits provided by the TSEE (Social Electricity Tariff) by creation of a federal program, called Rebbe (Basic Energy Income Program).
Such a program would guarantee access to electricity for families with monthly consumption of up to 220 kWh by operationalization of power plants distributed micro and minigeneration renewable energy, preferably solar energy, with an emphasis on rural areas, floating in the water depths of hydroelectric reservoirs and the Minha Casa Minha Vida Program.
Authored by deputy Domingos Neto (PSD-CE), the approved text is a substitute for deputy Lafayette de Andrada (Republicanos-MG) protocols for 624 / 2023 Bill, which also incorporated PL 4449/23, by deputy Pedro Uczai (PT-SC).

O approved bill by the deputies also contains in its scope an article (number 12) which was increased by deputy Lafayette de Andrada, president of FREPEL (Mixed Parliamentary Front for Clean Energy).
To improve this article, the deputy had contributions and with regulatory and technical assistance do RING (National Clean Energy Institute), ed by MSL (Movimento Solar Livre) through the Aliança Solar initiative, subsidizing INEL technically on microgeneration.
In an interview with Canal Solar, the deputy clarified that objective of the article is to make distributors of electrical energy stop disapproving distributed microgeneration projects (up to 75 kW of power) under the allegation of flow reversal.
According to the parliamentarian, in the case of distributed minigeneration projects (between 75 kW and 3 MW), the claim of flow reversal would need to be justified and made individually so that the consumer can make the necessary adjustments to their connection request.
“When it is the case of minigeneration, distributors will have to provide all technical justification and signed by a technical representative. They will have to explain what is the disturbance in the network that this connection is causing”, explained the parliamentarian
At the moment, the bill approved in the Chamber of Deputies is still nothing more than a proposal. To become law and come into force, the document must be voted on and approved by the Federal Senate. If this happens, the text will be sent for sanction by President Luiz Inácio Lula da Silva (PT).
