O MME (Ministry of Mines and Energy) in partnership with the EPE (Energy Research Company) held on Wednesday (11) the workshop “New paradigms for planning transmission expansion for connecting hydrogen production plants: How to reduce information asymmetry and speed up decision-making”.
The event was attended by ANEEL (National Electric Energy Agency) and the ONS (National Electric System Operator). The objective of the entities was to share the challenges of transmission planning.
Brazil currently has eleven hydrogen projects with studies underway. The forecast is that they will have installed capacity of 45 GW by 2038. According to ANEEL and the ONS, the data is promising and could have a profound impact on the national energy sector in the long term.
This fact led to the inclusion of a study for the expansion of the Basic Network of without (National Interconnected System) in the EPE Transmission Planning Studies schedule for this year.
The workshop was attended by 15 different entities linked to the sector. The contributions presented during the session will define premises for the study of transmission expansion planning, which begins in 2024.
Thiago Barral, Secretary of Energy Transition and Planning at the MME, said that planning is facing dilemmas, how to make decisions under uncertainty and establish benchmarks for decision making.
"The MME is receiving demand signals for transmission infrastructure to connect plants for the production and consumption of hydrogen on a gigawatt scale”, highlights.
“So, it is important to share this challenging moment with the associations and agents of the sector. to understand the planner’s dilemmas and the choices to be made in the transmission planning study to be prepared by EPE”, he concludes.
According to EPE, the projects are concentrated in a few substations and therefore require additional investments in sources and technologies that guarantee system flexibility and controllability, ensuring suitability in of both energy demand and power.
These challenges require a forward-looking planning approach to transmission and adjusting strategies to deal with the dynamics presented by the hydrogen market.
There are currently eleven processes at the MME for access to hydrogen production plants to the SIN Basic Network. Of these, six had ordinances issued, recognizing the connection alternative, according to the minimum overall cost criterion, the other five are in the study phase.
Os projects are electro-intensive, scalable and have initial demand for 0,9 GW in 2026 with forecast of 45,4 GW in 2038.
