Solar energy: incentive for urban rail vehicles approved

Proposal seeks to encourage the development of research and projects that contribute to the economic independence of the sector

A CME Hours (Mines and Energy Commission) of the Câmara dos Deputados approved in the last few days a the project of law which aims to create a solar energy generation incentive program connected to subway lines, trains and other vehicle-related systems on on rails.

The main objective of the proposal – entitled “National Policy for Incentives for the Generation of Photovoltaic Solar Energy Connected to Electromobility Systems” – is diversify the sector’s energy matrix by means of economic and tax incentives. 

The proposal also seeks stimulate research, technologies and innovation of industrial processes aimed at photovoltaic generation in the sector, in addition to the modernization and expansion of the country’s rail-based electromobility network. 

Furthermore, the text highlights that the implementation of the program will help reduce costs for system operators electromobility on rails and will encourage the development of projects that contribute to the economic independence of the sector.

The text approved by the CME removed two points from the original document: which predicted a greater incidence of Cide-Combustíveis (Intervention Contribution on the Economic Domain) on diesel oil and gasoline and which suggested a reduction in the rate of contributions to PIS and COFINS levied on electrical energy consumed.

Next Steps

At this point, the bill is being processed conclusively and will also be analyzed by the Finance and Taxation committees; and Constitution and Justice and Citizenship of the Chamber of Deputies. To become law, the The proposal also needs to be approved by the Senate.
