The Federal Government revoked nine former tariffs that benefited the import of photovoltaic modules and inverters, essential for solar energy projects. 

The measure was made official by Resolution GECEX No. 682, published in the DOU (Official Gazette of the Union) on December 12, 2024, and comes into force in 60 days. Check out the publication by clicking here

The decision impacts the following products:

  • Photovoltaic modules (NCM 8541.43.00): three codes were revoked. This NCM includes semiconductor devices, such as solar s of different powers.
  • Photovoltaic inverters (NCM 8504.40.90): six codes no longer have this benefit. The NCM covers equipment that converts the energy generated by the modules for use in on-grid and off-grid systems.

Wladimir Janousek, Secretary of Industry and Commerce at INEL (National Institute of Clean Energy), the revocation of the nine former tariffs was already expected, as they were processes that had already undergone public consultation for revocation.

“In the case of photovoltaic modules, all were motivated by the demonstration of companies with equivalent national production. In the case of inverters, the ex-tariffs were removed from models that had low use in the market”, he explains.

What changes for the market?

With the revocation, these equipments will no longer benefit from the reduction in Import Tax offered by the former tariffs.

Ex-tariffs are tax incentives applied to capital goods and IT equipment without equivalent domestic production. Their exclusion may signal changes in the incentive policy, bringing new challenges to the solar market at a time of strong expansion.
