In the first two months of the year, the CCEE (Electric Energy Trading Chamber) completed the migration of 5.461 new consumers to the Free Energy Market, a volume that exceeds the results of the same period last year by 41,2%.
The increase was already expected by the entity due to the opening of the free contracting environment for all consumers in Group A, which began in January 2024, and, as a consequence, the increased popularity of the modality.
“The opening of the Free Energy Market to all high-voltage consumers has been a great success, which we can prove by the continued strong pace of growth in the environment in 2025,” said Alexandre Ramos, president of the CCEE Board of Directors.
According to the entity, the Southeast region has so far ed for the largest volume of migrations in 2025, ing for 46% of new free consumers. The state of São Paulo leads this movement, followed by Paraná, Minas Gerais and Rio Grande do Sul.
Migrations triple in 2024 and break record in the free market
To serve new consumers, CCEE highlighted that, within the scope of its attributions, it invested in technologies, processes and professionals to prepare for the opening of this market before it happened.
“In recent years, the organization has modernized its entire computing infrastructure, tripling its data storage and processing capacity. It has improved systems and increased the efficiency of its operations, providing information and reports that are important for the day-to-day work of its agents,” the entity highlighted in a statement.
When can low voltage migrate?
Currently, the Free Energy Market is available for migration only for medium and high voltage consumers, in the so-called Group A.
The opening for smaller consumers (low voltage or Group B) is still being discussed by the MME (Ministry of Mines and Energy).
The proposal presented so far considers allowing residential consumers to operate in the free contracting environment from January 1, 2028, while low-voltage commercial and industrial consumers can do the same shortly before that, from January 1, 2026.
