With the publication of Normative Resolution No. 1.098/2024, some important points regarding flow inversion were discussed, so that the Normative Resolution could be changed and improved. ANEEL No. 1.000/2021.
A new feature that Resolution 1.098/2024 brought was article 73-A, which brings three cases in which the analysis of flow inversion is waived by the distributor, that is, if the connection quote request being made fits one of these three criteria, the distributor will not be able to analyze the flow inversion in these requests.
One of the sections of this article 73-A (section II) that waives the flow inversion study allows a photovoltaic plant to be placed in a UC (Consumer Unit) as long as this generation is compatible with the UC's consumption and also meets the free of charge criteria. Therefore, this article seeks to clarify what these free of charge criteria are and how to meet them.

Article 73-A and section II which deals with free services
To understand how this free of charge criterion arose within REN 1.098, we will present the following excerpt that fully describes article 73-A published by ANEEL:
“Art. 73-The analysis of flow reversal referred to in art. 73 is excluded in the following situations:
I – distributed microgeneration and minigeneration that does not inject into the electricity distribution network;
II – distributed microgeneration that meets the free criteria set out in § 3 of art. 104, in § 2 of art. 105 and in the sole paragraph of art. 106 and whose distributed generation power is compatible with the consumption of the consumer unit during the generation period, in compliance with § 1 and the instructions of ANEEL; is
III – distributed microgeneration that falls within the local self-consumption modality, defined in item IB of art. 2, with installed generation capacity equal to or less than 7,5 kW, in compliance with the provisions of this article..
Note that section II allows consumer units to be exempted from the flow inversion study as long as the power of the photovoltaic plant requested is in accordance with its consumption and this consumer unit must also meet the criteria for free service.
In paragraph 1 of item III of article 73-A, a formula is set out that allows calculating the power that can be placed in the UC according to its consumption (C), capacity factor (FC), adjustment factor (FA) and number of days and hours in a month.
This formulation has already been widely disseminated in the various digital content available, however, a recurring question is what are these free criteria that must be met to waive the flow inversion study by the distributor and thus facilitate the UC's access to having its own generation.
