O MME (Ministry of Mines and Energy) extended, until 15 in July, contributions on the guidelines for calculating the costs and benefits of own generation of renewable energy in Brazil.
The energy compensation rules, after the transition period imposed by Law 14.300, will depend on the valuation to be established by ANEEL (National Electric Energy Agency) based on the costs and benefits of DG, respecting the guidelines of the CNPE (National Energy Policy Council).
To create such guidelines, the CNPE must listen to society, associations and representative entities, companies and agents in the electricity sector. And the Ministry chose to open a public consultation.
On June 23, through Ordinance No. 655/2022, the Authority opened the Public Consultation No. 129/2022 which, initially, would receive suggestions until July 3rd.
The postponement, therefore, met a request from several associations and entities in the segment. According to Guilherme Chrispim, president of ABGD (Brazilian Association of Distributed Generation), the decision is a victory for the DG market.
“This is a complex sector that involves many stakeholders. Therefore, it is essential to have more time to be able to formulate a quality technical contribution”, he highlighted.
“Distributed generation is one of the pillars of regional development and the very short deadline would harm countless businesses and municipalities, for example,” said Chrispim, adding that ABGD will continue to monitor and offer contributions to the public consultation.

José Marangon, Secretary of Research and Development at INEL (National Institute of Clean Energy), also commented on this decision by the MME and emphasized that any extension is good to increase the contribution time. “We have another 10 days to complement and improve the suggestions”, he concluded.
