O federal government will anticipate the recrevenue of R$ 25 billion owed by Eletrobras, after its privatization. This value will be achieved through the MP (Provisional Measure) of energy which will be applied to the electricity bill in the short term. A measure has immediate effect e will be received by the National Congress by next week.
The Minister of Mines and Energy, Alexandre Silveira, participated in a meeting with the president and the Minister of Economy, Fernando Haddad, and said in an interview with CNN that the president approved the measure.
With the measure in force, reduction in readjustment expected will be three to four percentage points. ANEEL (National Electric Energy Agency) predicted an increase of around 5,6% for this year's rates, with the MP, readjustment will be around 2%.
The text has three most important pillars: the structuring pillar – which will allow the advance of amounts owed by Eletrobras, which are around R$ 25 billion, and will be applied by the CCEE (Electric Energy Commercialization Chamber), at reasonable tariffs ( provision of public services at fair rates).
The second pillar is to maintain tariffs in states like Amapá and the third is to accelerate investments in transmission lines – already contracted by the government to serve new renewable source plants (solar and wind), mainly in the Northeast and north of Minas Gerais.
The amount will be used to pay off two loans in advance that make the electricity bill more expensive. The loans are related to the Covid , which lent R$16 billion in 2020 for payment in 60 months.
The other is the Water Scarcity , which was contracted in 2022 and refers to the drought that hit the country that year. The value of this loan is R$5,3 billion. The stipulated time for payment is 54 months.
Privatization of Eletrobras
In 2022, when Eletrobras was privatized, the state-owned company committed to contributing R$32 billion to the CDE (Energy Development ) over the next 25 years.
The CDE is a fund that s subsidies in the electricity sector, such as social tariffs, resources for Luz para Todos, subsidies for wind and solar plants, among others. And the amount is paid by all Brazilians, through tariffs on the energy bill. This is where the amount of R$25 billion owed will be invested in reducing energy bills.
