PE launches tender for solar energy generation for public buildings

Project predicts savings of approximately R$62 million over 28 years

The Government of Pernambuco, through the PPPE (Strategic Partnerships Program), opened a bidding process for the construction, operation and maintenance of a photovoltaic plant. The notice was published last Thursday (16).

Approximately R$210 million will be invested in the implementation of the plant and reinvestment in equipment during the contract. The deadline for construction of the plant is 36 months, after g the contract.

The estimated savings are R$62,3 million over the 28 years of the concession contract. At the end of this period, the plant will be returned to the government.

The concession provides that 52 consumer units of the Group A (high voltage) of the State's public istration receive the energy produced by the plant. Among the bodies are the headquarters of state secretariats and indirect istration units, such as Detran, Hemope and the Information Technology Agency.

“Energy costs are a significant part of the operating expenses of government agencies and entities, resulting in monthly expenditures of over R$11 million. The implementation of this pioneering and innovative project represents yet another major step forward for the State Government in reducing electricity costs and developing sustainable management,” stated Marilia Lins, Secretary of istration.

According to the Pernambuco government, the contracting model will be a sponsored concession, in which a private entity will be responsible for building, operating and maintaining the photovoltaic renewable energy generation plant, in addition to managing consumer units in the State of Pernambuco in ACL (Free Contracting Environment).

By the seventh month of g the contract, consumer units will be migrated to the free contracting environment and will receive energy from the concessionaire, through a supply contract in the ACL, generating savings for the state in the first year of the concession.

“With this pioneering project, the government of Pernambuco seeks to optimize and reduce costs and reinforces its commitment to the environmental sustainability agenda. In this way, the execution of the project can benefit both the state public istration and the population, who can see the savings reverted to improvements in public services,” said Marcelo Bruto, executive secretary of Seplag (Partnerships and Strategies of the Secretariat of Planning and Management).
