O Federal governmentthrough the CZPE (National Council of Export Processing Zones), approved the installation of green hydrogen production project with investment forecast of R $ 17,5 billion from the Australian company Fortescue in the ZPE (Export Processing Zones) of Pecem, In Ceara.

the phase of installation should start still in October. O start of operations is scheduled for August 2028.

A CZPE resolution, that authorizes the implementation of company on site, was signed on Wednesday (9) by Geraldo Alckmin, minister of MDIC (Ministry of Development, Industry, Trade and Services).

The project has capacity estimated production in 1,2GWh per year, and can come a 2,1GWh in a possible second phase. The implementation is expected to generate more than 9 thousand direct and indirect jobs. 

As an counterpart for the release, the companhia will use national goods and services andnvest in R&D&I (Research, Development and Innovation).

"The Brazil has all the conditions to be the great protagonist of ecological transformation that the whole world is looking for. And this project, with significant investments, is a big step in that direction”, says Alckmin. 

A initiative is part of the plan to create a hub of production of green hydrogen in Ceará and is aligned with Mission 5 (Bioeconomy, decarbonization and energy transition and security) of NIB (New Industry Brazil), an industrial policy to guide the country to 2033.

RD&I

The established counterpart of a investment minimum in RD&I and use of goods and services of national origin in the production process is in line with the policies of SPAs and the Special Incentive Regime for the Rehydro (Low Carbon Hydrogen Production), within the scope of National Sustainable Hydrogen Program.

Os percentages to investment minimum will be defined during the regulation of Rehidro. R&D&I resources may benefit the construction of the Pecém Complex Innovation and Research Center, the installation of ITA Fortaleza (Aeronautics Technological Institute in Ceará), and the Green Hydrogen Specialization course at IFCE-Pecém.

SPA

As SPAs (Export Processing Zones) are areas created for the purpose of contribute to the development of export culture, technological diffusion and reduction of regional imbalances. 

As companies that settle in these spaces have access to tax treatment, specific exchange and istrative procedures to promote greater competitiveness of its products in the international market.

A production in the ZPE space, intended for export, guarantees companies suspension of the collection of IPI, Pis-Cofins, Import Tax and AFRMM (Additional Freight for Renewal of the Merchant Navy) on the acquisition of machinery, equipment and facilities and also for inputs and raw materials, with conversion into exemption or zero rate in the case of subsequent export of the final product.
