PR authorizes cooperatives to invest R$237 million in renewable plants

The investment deals with authorization for the transfer of accumulated ICMS credits

Seven cooperatives from Paraná will be able to invest around R$237 million in the construction of renewable energy generation plants from 2023 onwards.

The resource to move forward with investment projects in the sector was confirmed this Tuesday (13) by the State Secretary of Finance of the state of Paraná, Renê Garcia Junior.

The investment involves the authorization to transfer accumulated ICMS (Tax on the Circulation of Goods and Services) credits in exchange for the construction of biomass and photovoltaic plants.

The agro-industrial cooperatives that presented investment projects to Invest Paraná and the Finance Department must build 409 photovoltaic plants spread across the state, which have a total generation capacity of 37,19 MW.

These cooperatives also committed to reinvesting part of the value of these transfers in social actions, in line with State programs.

“Existing credits in the Investment s of the Control System for the Transfer and Use of Accumulated Credits (Siscred) of cooperatives may be used to promote the increase in clean and sustainable energy sources, to encourage the correct disposal of solid waste, as well as generation of new jobs, through the construction of plants and their operationalization”, explained the Secretary of Finance.

The ICMS credits that can be transferred via Siscred (Accumulated Credit Transfer and Use Control System), in this modality related to investments and that are part of the Paraná Competitivo Program, are those accumulated as a result of operations destined abroad (Kandir Law), outflows covered by the deferral or suspension of the tax, and other hypotheses provided for in art. 47 of the ICMS Regulation.

In 2020, the Chamber of Deputies approved a bill that creates a mechanism to compensate for the loss of revenue caused by the Kandir Law. The federal government created a fund to compensate states and municipalities for the loss of revenue, which also benefits companies.

Currently, the state of Paraná does not recognize credits originating from tax benefits granted by Confaz (National Council for Tax Policy) agreements. Siscred was established for the accreditation of taxpayers, qualification of accumulated credits, control of the transfer and use of credit.
