With the aim of encouraging the use of solar energy on family farming properties, the Senate Agriculture Committee approved this week PL 2458/2022 (Bill 2.458/2022), authored by senator Alessandro Vieira (MDB/SE), which changes the legal framework of DG (distributed generation), the Law 14.300/22.

The proposal provides for tariff subsidies, until 2045, for family farmers and CadÚnico participants who invest in the production of microgenerators or minigenerators from renewable sources.

“Consumers with lower purchasing power will have a reduction in their electricity expenses; family farmers will spend less to produce their products; the production chain associated with photovoltaic s will employ more people; the Brazilian electrical matrix will become cleaner”, explains the author of the proposal.

The project received a favorable vote from the rapporteur, senator Flávio Arns (PSB-PR), and now goes to the Infrastructure Commission for analysis.

The rapporteur presented an amendment that adds the possibility of the subsidy also being extended to rural family entrepreneur, encoming activities such as forestry, fishing, aquaculture, extractivism, handicrafts, rural tourism, home or community industries, among many others, in what is conventionally called the pluriactivity of small rural producers. With this, Arns intends for more people to benefit from the new text.

According to Vireira, the objective of the proposal is further democratize access to microgeneration for the population with lower purchasing power. “This is something that would benefit this segment of the population, which consumes a larger portion of their income on the cost of electricity. Furthermore, it would be an opportunity to further stimulate the source of photovoltaic generation, which already plays an important role in the Brazilian electrical matrix and in generating jobs and income”, he explains.

The rapporteur highlights that family farming is responsible for a large part of the food consumed internally by Brazilians, but it needs greater from public authorities to reduce its production costs. He argues that, in this way, the project can contribute to reducing food prices, necessary for the segment of the population in situations of food and nutritional insecurity.
