Electrical sector associations and deputies reached a consensus so that the Legal Framework for DG (distributed generation) can be voted on in the Chamber of Deputies. To this end, a new replacement text for PL 5829/19 will be published in the coming days.
“Throughout the month of July and the beginning of August, several meetings took place at the Ministry [of Mines and Energy] with the participation of ANEEL, technicians from the ministry and representatives of all associations. We have drafted a text to vote on to become the legal framework for micro and mini distributed generation and will soon put it on the agenda of Congress with the full of the Chamber's board”, stated the rapporteur of the proposal, deputy Lafayette de Andrada.
“The Chamber is a space for divergence, but it is a space for seeking to build convergence. This agreement reaffirms the strength of democracy”, highlighted Marcelo Ramos (PL-AM), vice-president of the Chamber of Deputies.
According to Marina Meyer, the acquired right will be maintained for 25 years for anyone who is already connected to the Distributor's network and has the Access Opinion signed and contracts signed (acquired right) and whoever connects during the transition period (12 months).
“Another change is that the escalation system, for which the charge will be borne by the CDE, was reduced from eight years to six years and maintains the 12-month deadline after the publication of the Law for the transition period”, added Marina.
The agreement was filed this Wednesday (11) and has the signatures of representatives of ABSOLAR (Brazilian Association of Photovoltaic Solar Energy), ABGD, INEL (National Institute of Clean and Sustainable Energy), Abradee (Brazilian Association of Electric Energy Distributors), ANEEL (National Electric Energy Agency) and MME (Ministry of Mines and Energy).
