The Public Call for Proposals MME (Ministry of Mines and Energy) and ENBPar (Brazilian Nuclear and Binational Energy Holding Company), announced this Wednesday (11), will allocate R$100 million to Zero Energy projects in the Public Sector of process (Public of the National Electric Energy Conservation Program).

The investment seeks to promote efficiency in buildings that already exist through renovations and the installation of renewable distributed generation. Priority will be given to istrative buildings and those in the areas of education and health at the federal, state and municipal levels. 

The proposal is to reduce the consumption of energy supplied by concessionaires in selected public buildings to almost zero through the adoption of energy efficiency measures and the implementation of distributed generation systems.

“Zero Energy” buildings are those with an energy balance close to zero, that is, they reduce their energy demand as much as possible and produce the remaining energy they consume using renewable technologies.

According to Alexandre Silveira, Minister of the MME, the building sector is responsible for almost half of the country's electricity consumption, with an expected increase in the coming years.

“Therefore, using the example of public istration buildings, we will promote energy efficiency, reducing the use of environmental and energy resources, which will help in the decarbonization of this fundamental sector for the country”, he explains.

For Thiago Barral, National Secretary for Energy Transition and Planning at the MME, in addition to reducing the energy bill, the public call aims to strengthen and expand the technical and istrative capacity of public bodies to access sources of financial resources that make energy efficiency projects viable. 

“This is a fundamental issue within the fair and inclusive energy transition, a priority agenda for our government, in which we count on everyone’s commitment to this great project to transform Brazil,” he says. 

Public Call

In the public call, projects that present the most efficient strategies to improve the energy performance of systems will be chosen, combined with local renewable energy generation technologies in buildings.

In other words, the one that reduces the building's energy consumption by between 90% and 110% of its original energy consumption. To compete for the resources, the buildings must have been built at least twelve months ago, have a minimum area of ​​500m² and be occupied or operational.

Buildings that house health, educational and istrative services will have a 20% increase in their final grade due to their strategic nature and high potential for energy savings.

Furthermore, of the R$100 million from the public call, around R$25 million will be allocated to municipalities in Rio Grande do Sul, due to the environmental tragedy experienced in May of this year. 

The remaining R$75 million will be distributed equally among states in the North, Northeast, Southeast, Central-West and South regions, considering, for the last region, municipalities in Paraná, Santa Catarina and cities in Rio Grande do Sul not included in the public calamity decree.
