Santa Catarina took an important step in defending solar energy consumers. This Monday (28), at 14 pm, the Santa Catarina Distributed Generation Front was officially launched in the auditorium of the Legislative Assembly of Santa Catarina (Alesc).

According to the organization of the front, the new state front was created with the objective of protecting the rights of s of photovoltaic systems and promoting distributed generation as an instrument of economic, social and educational development in the state.

The founding event brought together representatives from more than 40 companies in the sector, demonstrating the strength and growing mobilization around the topic.

The ceremony was opened by state deputy Alex Brasil, one of the main defenders of solar energy in the Assembly, and led by Hewerton Martins, president of the MSL (Free Solar Motion) — national entity recognized for leading strategic actions in defense of distributed generation throughout the country.

During the ceremony, structural plans were presented for immediate action on two fronts: state and federal.

Among the next steps, the Front's active participation in the public hearing of the Economic Development Commission, in Brasília, on the day 6 May 2025, where representatives from Santa Catarina will accompany the state's parliamentarians in defending the distributed generation agenda.

With the launch of the Frente Catarinense, the Solar Alliance Coalition — a movement coordinated by the MSL — reaches the mark of 16 federative units (15 states plus the Federal District) organized in favor of the generation of clean and decentralized energy.

According to the president of MSL, the creation of Frente Catarinense comes at a time of great concern for solar energy consumers in the state. According to him, several s are currently reporting serious difficulties with CELESC, the state energy concessionaire, after the change in the billing system — responsible for ing and issuing electricity invoices.

He points out that among the problems recorded are the disappearance of energy credits generated by photovoltaic systems and, even more worrying, the undue allocation of credits from customers with greater generation to customers with small systems, who began to receive disproportionate volumes of credits.

“This scenario not only financially harms legitimate consumers, but also compromises the reliability of the energy compensation system and exposes the concessionaire and the State to the risk of a series of lawsuits, filed by both consumers and companies in the sector”, comments Martins.

Finally, he explains that the legal and institutional structure of the Santa Catarina Distributed Generation Front will be presented in the coming days. The Front will be formalized as a legitimate associative entity in its composition and purpose, strengthening its representation in the defense of the rights of consumers and solar energy companies, which generate thousands of jobs and move the economy in Santa Catarina. This formalization aims to ensure greater capacity for articulation, transparency and legitimacy in the sector's defense actions.

“In view of the current challenges, the Front intends to act decisively with regulatory bodies, legislators and civil society to ensure respect for consumer rights, promote the strengthening of distributed generation and foster sustainable development in the state”, he adds.

“In addition to the technical and legal defense of consumers, the Front will also work to raise public awareness about the benefits of distributed generation, encourage the adoption of new technologies and create public policies that expand Santa Catarina residents' access to solar energy as an instrument for generating income, education and regional development,” concludes Martins.
