A photovoltaic solar energy should for about 26% of the national energy matrix by the end of 2028. The data are contained in the Digital Executive Summary of the Energy Operation Plan (PEN 2024), released by ONS (National Electric System Operator) this Tuesday (1).

“In the supply of electricity, compared to December/2023, there is an increase of around 30 GW of installed capacity over the plan horizon, resulting in 245 GW at the end of 2028, with strong insertion of solar and wind plants, in addition to the remarkable evolution of Mini and Micro Distributed Generation (MMGD)”, said the ONS in a press release.

The Operator also pointed out that the solar source, including GD, is currently the second largest in of installed capacity of the SIN

In the DG segment, the ONS pointed out that installed capacity should reach 41,9 GW in December 2028. Today, this number is approximately 32 GW.

Furthermore, the Operator highlighted that the GD will be the second generation source (17,2%), in 2028 in the electrical matrix.

The installed capacity of solar power in the SIN should reach 22,3 GW. Today, according to the PMO (Monthly Operation Program), this number is around 15 GW.

Operational flexibility

With the increase in the participation of intermittent sources, such as solar and wind, the ONS pointed out that a new challenge has emerged for the sector: the need for greater operational flexibility

“This topic is becoming increasingly important due to the increased participation of wind energy, solar photovoltaic energy and MMGD in serving the SIN, which has required greater flexibility from conventional sources, especially hydroelectric power, which are more controllable and capable of regulating the available power”, highlighted the ONS. 

The Operator also highlighted that for the Energy Operation Planning 2024-2028 Two methodological improvements were implemented with the aim of improving the quality of the assessments carried out by the ONS. 

According to the Operator, from an energy perspective, the 2024 PEN indicates a structural balance of the SIN throughout the period. However, the ONS indicated that, despite indicating that the energy supply guarantee criteria are fully met, the summary warns of the need for attention to power supply. 

“To ensure structural balance in of power from 2025 onwards, the ONS suggests the evaluation of annual capacity reserve auctions”, concluded the Operator
