Director Ricardo Lavorato Tili prepares to leave ANEEL (National Electric Energy Agency) in the coming days. His term ends on May 24, after three years at the helm of the regulatory agency. There is still no confirmation of who will be the successor, but negotiations have already been held in China, during President Lula's visit to the Asian country.

The presidential delegation in China included, among others, the president of the Federal Senate, Davi Alcolumbre (União Brasil-AP), and the Minister of Mines and Energy, Alexandre Silveira. Both had disagreements last year over appointments to regulatory agencies, including the ANEEL.

At the time, Silveira defended the name of the Secretary of Electric Energy of the MME, Gentil Nogueira, in ANEEL. The agency had a vacancy open since May 2024, when the former director Hélvio Guerra.

Nogueira, however, had his name blocked by Alcolumbre and by the then president of the Senate, Rodrigo Pacheco (PSD-MG), a fellow party member and fellow countryman of Silveira. The intention of both to run for governor of Minas Gerais, however, would be one of the elements behind the arm wrestling.

Since federal government nominations for regulatory agencies must undergo a Senate hearing, the vacancy left by Guerra remained unoccupied for almost a year. In January, the director-general of ANEEL, Sandoval Feitosa, summoned the superintendent of Concessions, Permits and Authorizations for Electric Energy Services, Ludimila Silva, to serve as director as a substitute, for a period of 180 days or until a new director is appointed. Ludimila's name was approved on a shortlist of three candidates.

With Tili's imminent departure at the end of this month, there would be two vacancies on the board, which would lead to a composition between Silveira, Alcolumbre and Pacheco. Progress in these negotiations could confirm whether there was in fact a deal with China.
