More than 78 million Brazilian electricity consumers are benefiting from Itaipu Binacional with a reduction in the value of their electricity bills, according to a measure approved in November of this year by ANEEL (National Electric Energy Agency) and announced by the MME (Ministry of Mines and Energy). In total, the so-called “Itaipu bonus” will distribute approximately R$1,3 billion to consumers.

André Pepitone, Itaipu's executive financial director, explained that this amount will be distributed to residential and rural consumers for the months in which their consumption was less than 350 kWh in 2023.

This group, according to Pepitone, represents 97% of these customers. “On average, the average Brazilian consumer consumes 120 kWh per month. Therefore, this consumer will have a bonus of R$16,66 in January 2025 to deduct from their electricity bill.”

Pepitone highlighted that Binacional is a healthy company, which has liquidity, that is, it has the capacity to meet its commitments, including investments and socio-environmental programs. 

“We paid off the debt related to the construction of the plant on February 28, 2023. Itaipu has already reduced its tariff for consumers by 26%,” he highlighted. The executive financial director also stated that the cost of energy from Itaipu is much lower than the average cost of acquiring energy from distributors. 

While they pay an average of R$307,00 to acquire generation, Itaipu sells its energy for approximately R$204,95, well below the average. “This is Itaipu actually promoting affordable rates,” he concluded.

What is the bonus?

The bonus concerns the positive balance recorded in the Itaipu Electric Energy Commercialization (ContaItaipu), a regulation of the Brazilian electricity sector on the energy produced by Itaipu Binacional, acquired by the Brazilian Nuclear and Binational Energy Participation Company (ENBpar) and ed on to distributors.

Since 2018, this has had a positive annual final balance, that is, the credits made to the (payments from distributors and financial settlements of energy by the Electric Energy Trading Chamber) exceed the debits, that is, the payments made to Itaipu.

According to decree 11.027/2022, this positive balance must be distributed as credit on the energy bill of all Brazilian residential and rural consumers who consumed less than 350 kWh in at least one month of 2023. The benefit is expected to be, on average, R$16,66 on the bill.

The calculation of the R$1,3 billion available as credit for consumers takes into , mainly, three values: the positive balance of the Itaipu in 2023, of R$399 million; R$842 million referring to the positive balances of the Itaipu in the years 2020 and 2021, an amount that was allocated to companies in the electricity sector with the objective of reducing the effects of Covid and the water crisis, and that was returned to the at the end of 2023; and, finally, R$65 million of financial income through bank investment of the R$842 million, until September 2024.
